It covers the period from the establishment and assumption of the Secretariat of the Government of Kuwait in 1906 until October 1961. The Government Secretariat at that time served as the vital link between the British Political Agent in Kuwait and the Ruler of Kuwait. \nThe first stage took place during the reign of Kuwait\u2019s seventh ruler, Sheikh Mubarak bin Sabah Al-Sabah (1896\u20131915), when Mulla Saleh Almulla assumed the position of Secretary of the Government of Kuwait in 1906, marking Kuwait\u2019s entry into the era of the modern state. The second stage occurred during the reign of the tenth ruler, Sheikh Ahmad Al-Jaber Al-Sabah (1921\u20131950), characterized by the establishment of government departments and institutions, and the beginning of oil exports in 1946. The third stage unfolded under the reign of the eleventh ruler, Sheikh Abdullah Al-Salem Al-Sabah (1950\u20131965), highlighted by Kuwait\u2019s accession to the Arab League on July 20, 1961, following its independence on June 19, 1961. This period also witnessed the drafting of the Constitution, the start of democratic life, and Kuwait\u2019s admission to the United Nations on May 14, 1963.
